How to secure bolts into concrete??

Hi,

I've been drafted into replacing the 2x4's that span a bench in our church'smemorial garden. I've taken the old board off and as I suspected, the bolts securing it to the concrete support were so rotted that they broke off. So, I have to re-bolt down the new bolts for the wood to secure to. Here's what I'm thinking:

1) Take a metal bit and try to drill out the old bols in the concrete. As you can see, they're broken off at the surface of the support. If I do that, would JB Weld be strong enough to secure the bolt in the concrete?No one will be dancing on the bench, so it doesn't need to be adhered as if it's getting dropped out of a plane, but I want it to be secure

or

2) Drill new holes into the concrete near the existing holes and JB Weld them in.


What's your opinion on how I should attach the bolts to the concrete supports?
